I’ve seen enough naked ladies on the Internet to suspect that nipples have been photo shopped out here (like they do in Zoo and Loaded and all those other rubbish lad mags). Maybe I’m just being hopeful, but I clicked everywhere on that site and I can’t find the unadulterated originals :(

It’s a reference to the lower 48 contiguous United States, south of the Canadian border excluding Alaska and of course Hawaii. In this young slip of a girl’s case it might be more accurately referred to as the Lower 36 or 34.
